In an unprecedented move, the Seattle City Council will discuss raising the local minimum wage to $15 per hour, a first for a major American city.

Earlier this month, Seattle Mayor Ed Murray announced an agreement between business and labor interests to phase in the higher wage, but the plan faces staunch opposition from some labor groups and Kshama Sawant, the socialist member of the council.

Thursday morning, the council is considering as many as 19 amendments to the plan.
