SPRINGFIELD, Ill. — It is not just that Illinois has lived for more than a decade on budgets that weren’t “real.”

It’s that the state’s upside down priorities became entrenched during those years of deficit spending, Democratic State Rep Jack Franks said.

Franks, the only Democrat in the Illinois House of Representatives to consistently vote against his own party’s spending plans, said Illinois has to fix its priorities if the state will ever be able to get spending under control.
