The director of the North Dakota Department of Transportation’s drivers license division was on leave from February to early March pending an investigation into his workplace conduct. In early March he resigned.

Yet during that time the DOT continued to use his signature on forms certifying records for administrative hearings related to license suspensions.

Who was signing Jackson’s signature? Was it Jackson, who wasn’t really on leave? Was it some other state employee? And what does this mean for those hearings based on records certified by someone who the DOT said wasn’t in the office?
