When Rob and I embarked on this little project (which, like any “little project”, had a bit more work involved than expected) to track legislative voting trends in the House and Senate, we quite honestly saw it as a way to pique our own curiosities as to what direction the session was headed. We did not fully anticipate the magnitude of interest it would generate amongst you readers, as well as within the Legislative Assembly itself.

The previous two posts highlighted the overall trends of each chamber, looked at through a relatively conservative lens. Since there is no perfect way to do this, we had to pick a few “marker” bills spread out among a myriad of issues to determine how each legislator generally measured up. It was those overall trends that would tell the story, and it generally did.

Even with this in mind, Rob was right to point out that some of these bills represent complicated issues, and legislators often have very complicated reasons for why they voted for or against them. The best way to find out why they voted the way they did, and to pass your final judgement, is by communicating with them. I want to reiterate that sentiment for this post up front, as we will break down the votes by issues addressed. Many people, while perhaps looking at the overall picture when evaluating their representatives and senators, naturally also have one or a few issues important to them which may be weighed heavier in their own minds than others. We are attempting to answer that curiosity with this post.

Picking a manageable yet representative set of “markers” from the 842 bills introduced this session was no easy task. We generally avoided appropriations bills, because the sheer complexity of each one would require a full time staff to attend the often multiple hearings that accompany each in order to determine what the “right” vote should be. We did, however, throw a few in which contained spending that boggles the mind; such as a state-owned ski slope, for example, or money to buy out a Higher Ed Chancellor who hasn’t even been here a year.

We settled on selecting markers which address the generally accepted conservative ideals of respect for Life; protection, preservation and expansion of Liberty; the Pursuit of Happiness through limited government; and Responsible Government through reinforcing and improving accountability and transparency while decreasing expansion. Here are the highlights of each:

Life
The selection of marker bills was pretty straightforward for this category. Five Senate and two House anti-abortion bills pertaining to the respect for life were picked, so House results will better balance out in the second half. Here is the breakdown for grades:

Liberty
Liberty had the largest number of marker bills next to Responsible Government. It was also a pretty diverse field, which spanned many topics ranging such as Gun Rights, Initiated Measures, Seat Belts, Drone Usage, Campaign Contributions, Blue Laws, the Smoking Ban, and School Choice. Eighteen House Bills and two Senate bills were looked at, so Senate results were somewhat stark in the first half. Here are how the grades came in for each chamber:

Responsible Government
This area had the largest number of marker bills for both chambers. Nineteen House and fifteen Senate Bills were scored looking at government accountability, transparency, and expansion. Subsidies for the grape and wine industry, higher ed performance funding, early childhood education grants, natural gas flaring, authorizing local lobbyists, state aircraft management, property tax referrals, and voter ID requirements were among the very diverse list of topics to score.
